San Diego will eliminate paid parking at Balboa Park by January 2027, signaling a major policy shift driven by a settlement with local homeowners.

The agreement follows heated disputes over newly introduced trash collection fees and paid parking, both of which drew public criticism.

Museum attendance at Balboa Park took a significant hit after paid parking began in early 2026, with numbers reportedly dropping by more than a third— and in some cases, by up to 60%.

Under the settlement, many single-family homeowners will also see reduced trash fees, aiming to relieve some financial strain caused by the 2025 fee rollout.

While the end of paid parking and lower trash fees benefit residents and local culture, city leaders must now grapple with filling budget gaps left by lost revenue.

The City of Escondido is partnering with The Rinks Foundation to bring a state-of-the-art community ice facility to Kit Carson Park, aiming to rejuvenate local passion for ice sports and serve residents of every age.

The planned center will include three ice rinks—one with up to 3,000 spectator seats—plus a restaurant, training spaces, and competition venues.

Activities will range from youth and adult hockey to figure skating, sled hockey, public skating, and curling.

As a major draw, the San Diego Gulls AHL team will use the facility for practice, along with hosting the Jr. Gulls and high school teams.

The Rinks Foundation, founded by philanthropists Henry and Susan Samueli, will fully fund and build the project, ensuring all proceeds support local ice sports growth.

City officials and residents will review the proposal and share input through public meetings and online platforms in June.

If approved, Escondido will gain a new hub for recreation, accessibility, and economic growth.
